Washaw Sibi is working toward establishing its permanent community near Matagami.
To make this vision a reality, Washaw Sibi requires a small transfer of Category IA lands from Waskaganish through a community referendum.
In 2023, Washaw Sibi members selected a community site located near Matagami. The location offers access to existing infrastructure and services, helping reduce construction and operating costs while creating opportunities for collaboration with the Town of Matagami.
While Washaw Sibi's membership includes several hundred people, approximately 150 residents are expected to form the first permanent population of the new community.

Category IA lands are essential for a Cree community to operate under the James Bay and Northern Quebec Agreement. These lands provide the legal foundation for self-government, local decision-making, and community development.
Washaw Sibi has formally requested the transfer of a small portion of Waskaganish Category IA lands—approximately 3 to 5 square kilometres, representing less than 1% of Waskaganish's total Category IA territory.
This amount would be sufficient for the construction, operation, and future growth of the Washaw Sibi community.

The Process:
A similar process was successfully used to establish Ouje-Bougoumou.

Before any transfer can occur, Waskaganish members must vote in a referendum. Community members will receive advance notice that includes details about the lands and transfer conditions
At least 65% of eligible voters must vote in favour of the transfer for it to proceed. This ensures that any decision reflects strong community support.
The proposed transfer would involve less than 1% of Waskaganish's Category IA lands.
There would also be a modest reduction in certain funding allocations, as residents who move to Washaw Sibi would become members of their new community. Most of these future residents are not currently living in Waskaganish.
The proposed land transfer represents an opportunity to support the creation of a permanent home for the Washaw Sibi Eeyou while strengthening the Cree Nation through the establishment of its newest community.
